Our
New Executive Director
I am delighted to introduce our new Executive Director at
LSPC, Frank Wilson.
Frank has recently taken early retirement from the Ontario Ministry
of the Environment where he was the Regional Director for Northern
Ontario. He is keen to apply his talents to new challenges in serving
his community.
Frank has plenty of planning experience and he is used to
not only creating and incubating ideas, but carrying those ideas into full
implementation. Frank has frequently met the negotiating challenge
of working with
diverse groups holding divergent views by getting opposing parties
to work together. He has considerable experience working with Aboriginal
and Metis Governments and people. This included the historic Temagami
Land Claim and the Public Review of the Provincial Planning Process
for Crown Lands.
Frank served as the Regional Director and Organizer of Human
Resources and Operational support teams working in Walkerton, ON to restore
safe drinking water. He has a background chairing inter-ministry
councils
to enable senior managers from all ministries in Northern Ontario
to better serve the public through partnership. He received awards
from
both of these successes.

Our SEII Project Coordinator
A warm welcome to Pamela Burton as Project Coordinator for the Social & Economic
Inclusion Initiative.
Pamela is a Graduate from Lakehead University where she obtained
her Bachelor of Arts & Bachelor of Education degrees and is currently a
Certified Teacher in Ontario.
Pam has had an opportunity to work for Nishnawbe Aski Nation
where she developed curriculum for Grades 5-12 about the History & Legacy
of Residential Schools. She also has a lot of experience in designing and facilitating
workshops of
all kinds, but mostly working with Aboriginal Youth across Ontario and into
Manitoba.
Her role at LSPC is to help build capacity with educators on
effectively dealing with racism and fostering social inclusion in the schools
of Thunder Bay and
Northwestern Ontario, in particular as it effects Aboriginal Youth at the
secondary school level.

Our Fundraising Development
Coordinator
Sandra Wiggins has joined us as of Monday, May 2nd, and we are
pleased to welcome her aboard as The Fund Development-Fund Raising Co-ordinator.
Sandra’s background includes working in the business and marketing industry
in Thunder Bay and being involved in the non-profit arena on several boards
over the past 10 years. Her experience with the business sector in Thunder
Bay and many contacts she has established, as well as her hands on work with
various events and revenue and fundraising activities, will enhance the work
our dedicated board members, staff and volunteers have been ambitiously doing.
Sandra’s role will be to develop and implement long term plans for increasing
much needed revenue. Passion, innovation and the desire to help LSPC continue
its important work in our community are the primary forces that Sandra has
said are the driving forces that will make positive things happen with fund
development and increasing our bottom line in an increasingly competitive environment.

211 Update
Since August 2001, when the CRTC designated “211” as
the three digit number to facilitate access to community information and referral
across Canada, many areas in Ontario have been engaged in exploration and active
planning to bring 211 to their communities.
In Thunder Bay the 211 Steering Committee has been meeting since August 2002
with the goal of bringing 211 services to residents of Northwestern Ontario.
To date, 211 exists in the Greater Toronto area with future launches expected
in Niagara Falls and Simcoe County in the fall of 2005. Numerous funding applications
have been submitted, deputations delivered, presentations conducted and we
now await the results.
Implementation of 211 in Thunder Bay is part of a model for a provincial consolidated
system with centralized administration, quality assurance and technological
infrastructure, combined with regional and local service delivery. The CIRC
has been designated to deliver the service locally and subsequently for the
North.

Community Information
and Referral Centre (CIRC) Update
Training – Settlement Information & Referral
On May 19th & 20th, CIRC & the Thunder Bay Multicultural Association
will be co-facilitating a training workshop. The purpose of the Information & Referral
training is to facilitate the successful settlement and integration of immigrants
and refugees into the social, economic, cultural and political life of Canada
by enhancing effective and consistent provision of I & R in Immigrant Settlement & Adaptation
Program (ISAP) – funded settlement agencies.
With the support of Citizenship & Immigration Canada, Ontario Settlement
Directorate, certified Information & Referral specialists from Community
Information Centres will train 600 ISAP workers in the province. Marie Klassen
(CIRC) and Linda Woodbeck (TBMA) attended special training sessions conducted
by Findhelp Information Services in Toronto and will deliver the I& R training
locally.
The Settlement I&R Training project team has developed curriculum focused
on the standards and fundamentals of Information & Referral – communication
skills, understanding the human services system and information retrieval skills.
We anticipate this will be the first of many training opportunities for professional
development in the delivery of specialized Information & Referral.

SCPI - Supporting
Communities - Homelessness Initiative
Partnership Initiative Phase II
As part of the Thunder Bay Coalition of Housing and Homelessness, the LSPC
has recently been notified that its proposal to Human Resources & Skills
Development Canada (HRSDC) for project funding was successful. This one-year
project will:
“establish a process, which fosters the coordination of efforts of
individuals and organizations, concerned with social policy, advocacy and community
education regarding homelessness”.
The funding will be used to improve community capacity to respond to homelessness
by organizing an advocacy forum, creating and distributing an information skills
kit on social policy development and establishing a network to implement plans
to influence policy on homelessness.
Also, through its Information & Referral Centre, the project will customize
and consolidate information for people who are homeless so that by making one
contact, they can find out where to go for help through information presented
in a user-friendly style appropriate to the target populations. This “one
stop shop” will enable them to access information on housing, employment
and support services. The project runs until March 31, 2006.

Community Access Program
(CAP) Update
The Community Access Program (CAP) Network North 1, a consortium of 29 organizations
(10 local and 19 regional), was developed from the former Thunder Bay AlterNet
Network.
Funded by Industry Canada, the project’s goal is to lessen the digital
divide by providing Internet access and training to targeted groups such as
Aboriginals, Francophones, new Immigrants, seniors, low income residents, people
with disabilities and residents of remote communities.
The project aims to assist with information that helps individuals to make
informed decisions about a variety of issues, including social and community
development, health and government issues.
The intent is to provide clients with the information and knowledge to effectively
use the Internet and computers in general for obtaining online services and
to participate more fully in the knowledge of economy.
In total, $87,000 was allocated to North 1 for the 2004-2005 fiscal year.
LSPC is the Network’s Administrator. Funding
from Industry Canada
for the 2005-2006 fiscal year is pending.
